Rescue, Rehabilitation, and Rehoming Efforts 
Second Chance Animal Rescue (SCAR) is a 501(c)(3) non-profit organization dedicated to saving the lives of abandoned and abused dogs in Puerto Rico. Established in February 2000 by Bonnie Lukas, SCAR has spent over two decades providing shelter, medical care, and hope to thousands of animals struggling to survive on the island’s streets. Operating in Villalba, Puerto Rico, the organization works tirelessly to combat the severe stray dog crisis, worsened by natural disasters such as Hurricane Maria and ongoing economic challenges.
Addressing Puerto Rico’s Stray Dog Epidemic
Puerto Rico’s homeless animal crisis has reached alarming levels, with thousands of dogs left to fend for themselves due to abandonment, economic hardship, and disaster-related displacement. Collaboration with U.S. Rescues and Foster Networks
Due to limited adoption opportunities on the island, SCAR partners with rescue organizations on the U.S. East Coast and Midwest to transport dogs to areas with a higher chance of being placed in loving homes. Volunteers and foster networks in these regions provide temporary care, ensuring a smooth transition for each rescue. The organization’s dedicated adoption team carefully screens potential adopters, confirming that each placement best fits the dog and its new family.
Education and Advocacy for Animal Welfare
Beyond rescue efforts, SCAR is committed to community outreach and education. The organization runs campaigns to raise awareness about responsible pet ownership, the importance of spaying and neutering, and the humane treatment of animals.
