A Mission to Rebuild and Revitalize
El Centro de Acción Urbana, Comunitaria y Empresarial (CAUCE), attached to the Office of the Chancellor of the Río Piedras Campus of the University of Puerto Rico (UPR), is at the forefront of community-led urban transformation. Founded in 2003, CAUCE dedicates its efforts to improving the quality of life in Río Piedras through economic, social, and cultural revitalization.
Through collaboration with the Community Board of the Urban Center of Río Piedras, CAUCE played a pivotal role in securing the Special Law for the Rehabilitation of Río Piedras (Law 75-1995, amended by Law 39-2016), a landmark policy prioritizing rehabilitation and sustainable urban development.
A Legacy of Partnership and Progress

CAUCE is a unique initiative that exemplifies the power of collaboration between academia, local government, and the community. It works closely with residents, merchants, cultural organizations, and municipal and state agencies. Its partnerships include institutions like:

Programs and Services

- Technology Classes: From basic computer literacy to advanced tech skills.
- Adult Literacy: The “I Learn in Río Piedras” project uses adaptive methods to teach adults fundamental reading and writing skills.
- Student Tutoring: Tailored academic support for elementary and middle school students.
- English for Adults: Language classes are designed for all skill levels and focus on practical communication.
These services are complemented by ongoing community initiatives, workshops, and events that promote sustainability, education, and cultural enrichment.
A History Rooted in Advocacy
CAUCE’s roots date back to 1995 with the approval of Law 75, which set the foundation for the rehabilitation of Río Piedras. In 1999, the Legislature entrusted the UPR-Río Piedras Campus with implementing a comprehensive development plan, solidifying the University’s role in leading urban revitalization. CAUCE was officially established in 2003 to coordinate these efforts.
Since then, it has become vital to unite resources and expertise to address infrastructure, commerce, and community engagement challenges.
